conference programme – 18 November 2026

Read our country H2 reports:
Europe’s hydrogen sector is entering a more disciplined and commercially focused phase, as policymakers, developers and financiers shift their focus from ambition to execution. Discussions with industry experts highlight that the sector’s central challenge is now bankability — securing long-term offtake, revenue certainty, infrastructure integration and scalable financing models. Increasingly, hydrogen is also being framed as a tool for securing European common interest through local content development, alongside strengthening energy independence and resilience. As hydrogen becomes more closely tied to industrial competitiveness and strategic autonomy, the market is moving into a decisive phase of delivery and consolidation.
Hydrogen Horizons Baltics Nordics CEE 2026 agenda reflects these priorities, bringing together experts to discuss the key challenges and opportunities shaping H2 and P2X project development across the region.
Conference Agenda
10:00 Conference Opening: Mr Derek Michalski, CEO, The Voice of Renewables
Hydrogen Horizons Baltics Nordics CEE, part of The Voice of Renewables’ European H2 and P2X conference series, brings together the key players shaping the future of hydrogen and clean energy across the Baltics, Nordics, and Central & Eastern Europe. With a content-rich agenda packed with market insights, expert presentations, and forward-looking discussions on green hydrogen, Power-to-X, infrastructure, and industrial decarbonisation, the conference offers valuable perspectives on the rapidly evolving energy landscape. Alongside the sessions, attendees will enjoy outstanding networking opportunities with industry peers, technology innovators, investors, and decision-makers — creating the perfect environment to exchange ideas, build partnerships, and explore new business opportunities.
10:10 Conference Opening Presentation: Mr Algis Latakas, General Director, Klaipėda State Seaport Authority
The Port of Klaipėda has reached the final stage of its green hydrogen station project. A construction completion certificate for the site has been obtained, bringing the Port Authority to the finish line – green hydrogen production at the port is set to begin soon.
“Less than a year ago, we started a journey into completely new territory, aiming to bring green hydrogen to Lithuania. Today, we have clear proof that this goal is within reach – we have received the construction completion certificate. Very soon, the first drop of green hydrogen will be produced, and both a vessel and a car will be fueled with this environmentally friendly energy. The Port of Klaipėda will soon become the first producer of green hydrogen in Lithuania and among the Baltic states, as well as a creator and part of a new sustainable fuel ecosystem,” says Algis Latakas, CEO of Klaipėda State Seaport Authority.
Panel I: From Pilot Projects to Commercial Scale – Fuelling the Future of Transport with Hydrogen.
Hydrogen mobility is entering a decisive commercialisation phase. Heavy-duty trucking, buses, rail, maritime, aviation, and off-road applications are moving beyond pilot projects into early deployment, driven by decarbonisation targets, energy security concerns, and industrial policy support.
This panel will explore where hydrogen delivers the strongest value in mobility, how infrastructure and applications can scale economically, and what is needed to move from demonstrations to bankable ecosystems.Focusing on practical deployment lessons, investment signals, and cross-sector collaboration, panellists will discuss technology readiness, fuel availability, policy incentives, total cost of ownership (TCO), and the integration of hydrogen into wider transport and energy systems.
Networking Break.
Expect dynamic conversations, valuable new connections, and fresh industry insights throughout our dedicated networking sessions. Designed to bring together industry leaders, innovators, and decision-makers, these breaks provide the ideal setting to exchange ideas, spark new collaborations, and continue discussions beyond the conference stage — all within a relaxed and engaging atmosphere. Whether you are looking to build strategic partnerships, explore new opportunities, or strengthen your professional network, networking breaks at Hydrogen Horizons conference are where meaningful connections begin.
Sponsor Presentation: Mr Jørn Løvdal, International Sales Manager, UMOE Advanced Composites.
UMOE Advanced Composites develops advanced composite pressure vessels and transport modules for storing and transporting hydrogen, compressed natural gas (CNG), and biogas. The company specializes in lightweight Type IV composite cylinders made from glass-fibre reinforced materials, designed for high-pressure gas applications.
Panel II: RFNBO, Low-Carbon Hydrogen & Derivative Fuels — The Future of Hydrogen Demand.
As global decarbonisation policies accelerate, the market landscape for RFNBOs (Renewable Fuels of Non-Biological Origin), low-carbon hydrogen, and hydrogen-derived fuels is evolving rapidly. Regulatory frameworks, industrial demand, carbon pricing mechanisms, and energy security priorities are reshaping how hydrogen and its derivatives are positioned across sectors and geographies.
This panel will take a holistic view of the hydrogen ecosystem, examining which parts of the value chain are beginning to mature and where the most significant bottlenecks remain. Discussions will address the interconnected challenges affecting hydrogen scale-up — from regulation, permitting, financing options and relevance of public co-financing and other incentives, and infrastructure to technology readiness, options for securing long-term RFNBOs offtake agreements, renewable power availability, water access, logistics, and feedstock supply for hydrogen derivatives.
Panellists will assess the short- to medium-term trajectory of hydrogen demand, the competitiveness of different fuel pathways, and the evolving role of RFNBO compliance in shaping global market opportunities.

Panel III: From Projects to Ecosystems: Developing the Hydrogen Value Chain — What Is in Place, and Where Are the Missing Links?
The hydrogen economy is advancing rapidly, yet the development of a fully functioning hydrogen value chain remains uneven. While major progress has been made in project announcements, electrolyser deployment, and policy ambition, critical gaps continue to slow large-scale market development.
This panel will take a holistic view of the hydrogen ecosystem, examining which parts of the value chain are beginning to mature and where the most significant bottlenecks remain. Discussions will address the interconnected challenges affecting hydrogen scale-up — from regulation, permitting, financing, and infrastructure to technology readiness, renewable power availability, water access, logistics, and feedstock supply for hydrogen derivatives. The objective of the session is to identify the critical missing pieces preventing the market from moving from isolated projects to an integrated and commercially viable hydrogen economy, while highlighting the concrete actions required from industry, policymakers, financiers, and infrastructure developers to accelerate progress.

Panel IV: Hydrogen & Power Systems: Unlocking Flexibility in the Electricity System.
As intermittent renewable power generation expands, flexibility is becoming one of the key challenges of the energy transition. Increasing volumes of intermittent wind and solar power are placing growing pressure on grids, balancing mechanisms, storage systems, and curtailment management.
Hydrogen is emerging as an important flexibility solution — not only as a decarbonised energy carrier, but also as a tool for sector coupling, long-duration energy storage, renewable integration, and grid balancing.
This panel will examine how hydrogen value chain can support a more flexible and resilient electricity system, focusing on electrolysers as flexible loads, hydrogen storage, integration with renewable assets, market incentives, grid constraints, and the business case for hydrogen-based flexibility services.Panellists will discuss where hydrogen can create the greatest system value, what market structures are needed to unlock it, and how the relationship between the power and hydrogen sectors is likely to evolve over the coming decade.
Closing Remarks and End of the Conference.
