Romania’s Offshore Wind Ambitions Become Investable as Government Unveils Black Sea Concession Framework.

In July 2026, the Romanian Government published the draft Government Decision establishing the concession framework for offshore wind development in the Black Sea. While the document does not authorise construction or launch the first auction, it provides the practical rules that transform the Offshore Wind Law from a policy framework into an operational investment regime.

For utilities, infrastructure funds, turbine manufacturers, EPC contractors and lenders, these implementing regulations are arguably more significant than the framework legislation adopted in 2024. They establish the mechanisms through which offshore areas will be allocated, projects developed and long-term concession rights secured.

WINDMission Romania Conference & Exhibition takes place on 22 October 2027 at Bucharest.

The conference examines the technical challenges of integrating renewable generation, inverter-based resources, energy storage, flexibility services, cybersecurity and digital substations, digital twins and AI-enabled grid management while maintaining grid stability, reliability and resilience. The exhibition showcases the most innovative solutions designed to help electricity system operators, utilities and network owners address the evolving challenges of planning, building, operating, maintaining and securing modern power systems.

Over 150 participants are expected to take part, including experts from regional TSOs, DSOs, energy generators, IPPs, grid planners, project developers and EPCs, system engineers, OEMs, technology providers, and consultants shaping the future of power systems.
